The Commission adopted on 31/07/23 the European Sustainability Reporting Standards (ESRS) for use by all companies subject to the Corporate Sustainability Reporting Directive (CSRD). This marks another step forward in the transition to a sustainable EU economy.

Study presentation: Animal welfare of farmed fish

On 27 June 2023, the Policy Department for Structural and Cohesion Policies presented a new study entitled “Animal welfare of farmed fish”.

The study investigates the welfare of the main fish species reared in the European Union, and highlights current knowledge on fish welfare, knowledge gaps, fish needs and husbandry methods of concern for fish welfare. The study focuses on production systems and production phases in a species-specific way. Research includes a literature review, an evaluation of the regulatory framework, a stakeholders’ consultation, case studies and a SWOT analysis. Conclusions and policy recommendations relevant to EU decision-making are provided.

European Parliament: Nature Restoration Law

Following a debate on Tuesday 11/07/2023, Parliament adopted its position on the EU Nature Restoration Law.

MEPs underline that restoring the ecosystem is key to combating climate change and biodiversity loss, and reduces risks to food security. They stress that the draft law does not impose the creation of new protected areas in the EU nor block new renewable energy infrastructure as they added a new article underlining that such installations are overwhelmingly in the public interest.

The new law would bring significant economic and social benefits including:

  • Sustainable and resilient food systems contributing to the “From Farm to Fork” Strategy
  • Nature-based tourism that contributes to the conservation and sustainable management of coastal areas, attracting tourists and maintaining jobs for people in the local community who depend on coastal and marine resources, such as aquaculture.
  • New business opportunities by helping to attract new investments and economic ventures to a region, creating incentives for biodiversity-friendly business models.
  • Preservation of cultural heritage and traditional practices tied to natural landscapes.
  • Education and awareness programmes that promote environmental stewardship and conservation ethics, cultivating a sense of responsibility towards the natural world.
  • Increased social cohesion and community bonding through participation in nature restoration projects and strengthening social ties.

State aid: Commission adopts revised rules for fishery and aquaculture sector

The revised Fisheries Guidelines introduce the following main changes:

  • Broader scope of measures targeting animal diseases in aquaculture, allowing for aid to be granted for emerging animal diseases and certain invasive alien species.
  • Introduction of new categories of aid, such as aid for fleet and cessation measures (in line with the EMFAF) and aid for investments in equipment that contributes to safety of fishing vessels in the Union’s outermost regions. At the same time, it should be noted that capacity enhancement measures are unlikely to be approved.
